Neighbourhood Plan and
Land Use Concept

Calbridge Developments submitted a Land Use Redesignation and Neighbourhood Plan (NP) Amendment for the Summit of River Heights project to the Town of Cochrane in March 2024. The Summit of River Heights NP was previously approved in 2017 and is now being amended to include townhomes. The revised plan is shown below.

What is a Neighbourhood Plan?

The purpose of a NP is to provide a framework for the development of a community. It describes the community layout, the placement of parks, built form, and transportation and servicing needs. The Summit of River Heights is envisioned to be a residential neighbourhood that offers multiple housing types and access to a range of amenities. It will be compact and walkable, promoting access to shopping, recreation, municipal services, and jobs, all within a short distance.

The project will be developed in three phases starting with the central area, then the east area, then the west area. The phase boundaries have been set based on servicing reviews and transportation capacity. The first phase of development is expected to occur in Spring 2026 and will include show home openings, and new homeowners are expected to move in Fall 2026.

The current plan envisions up to 416 homes. A variety of housing forms will be integrated in the community including single-detached, semi-detached homes, and townhouses. By providing a range of housing types throughout the site, the project creates an interesting, varied streetscape.

Multi-family units will consist of three-storey townhomes with attached double garages. The townhomes will be located on the west side of the site so they are conveniently located near school sites and central roadways instead of backing onto existing residences in other neighbourhoods.

As part of future development plans south of the Summit of River Heights, James Walker Trail will be incorporated into the existing road network in 2025, increasing connectivity for residents of the River Heights and Riversong communities. Permanent access is expected to be through James Walker Trail and River Heights Link.

Calbridge Developments has completed several studies to understand site constraints and opportunities to ensure the best possible interface with Riversong. The northern interface will consist of single, detached houses to create consistency with Riversong. Due to the grade difference, many of the proposed lots backing onto Riversong may be designed as walkouts. Other means will also be considered to reduce potential impacts, such as the retention of the existing wood fence.
